I noticed it, too, in an old interview with Petraeus on TV last night, which made me think of this thread.

And, yeah, it does strike me as "backward," but I've gotten used to it. The same way that the proper way to hang the flag is with the blue field on the upper right, not upper left.

Actually, its orientation on the uniform is because uniforms (and vehicles) follow the supercedent convention that the canton faces forward, so that the flag appears to be streaming backward when the vehicle (or person wearing the uniform) is moving forward. This means that when displayed on the right-hand side of a vehicle or uniform, it is "backwards" from the normal wall-mount convention that dictates the blue field be placed to the viewer's upper left.

This is incorrect.

§7.i of the Flag Code wrote:
When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag's own right, that is, to the observer's left. When displayed in a window, the flag should be displayed in the same way, with the union or blue field to the left of the observer in the street.
