Under. I get fewer mid-sheet tears that way. But I usually don't care either way. Toilet paper orientation won't change deuce quality.

If I actually bother to put it on the holder thinger, over. I generally leave it on the sink because I'm lazy. But if it is in the holder, it must be over or you are doing it wrong.

We leave ours up on the toilet, because we have cats. And our cats think that toilet paper on a holder is their personal plaything. And we wake up to a whole roll of toilet paper trailed around the bathroom.

Over is the easier way to get the paper off the roll (we did an experiment on that in physics class in school) and under is for looks, since toilet paper is for wiping your *** and privates and not a decoration I vote over.
