You're close. The full quote is something like:

"Yes it is a good idea, but it is a new idea therefore I must fear it, and reject it."

It's from the SNL "Lothar of the Hill People" skit series. Or so sayeth many. There are quite a few variations in the wild, so I'm not sure of the exact original quote. I've also found a variation of the quote attributed to Homer Simpson, but this attribution is always as a sigquote, and always in the context of comp sci/programming message boards/usenet groups.

I can't be certain that any of these attributions are correct, but your independent recollection that there's a connection to SNL suggests that the Lothar attrib is probably correct. I can't get audio at the moment, but someone can probably confirm by watching through the old clips. They're likely on youtube, or whatever.
