Slow day here today, so here's some fun stuff for you all:

Mexican Cartels fabricating "Mad Max"-style vehicles for drug-trafficking and cartel warfare.

Oh, heavens, no. For one thing, these would run circles around most WWI tanks. Secondly, you would need fairly serious anti-tank weapon - the latest narco-tanks have 1" steel plating. Figure that that's 25mm of armor, and only one or two of the late WWI tanks approached that. Many of the tanks of that era were simply anti-infantry platforms, and didn't have the big guns necessary to penetrate armor of that thickness.

Not to say it wouldn't be interesting to watch, though.

Both the WWI tank and the narco-tank would be hard-pressed to injure the other. The WWI tank is more likely to be able to pierce the armor of the narco-tank (assuming it's one of the bigger-gunned versions) but the narco-tank is a lot faster and more agile. However, for either to actually hit the other at anything but point-blank range they'd need to be stopped.

This thing isn't really a "tank" at all; more like an imitation armored HMMWV.

Yes, but then, some of the newest RPGs will **** up even a main battle tank.. if they can get close enough. The same thing applies here. RPGs are not all that accurate or easy to use, and the trick isn't punching through an inch of steel; it's getting close enough and scoring a hit and surviving.
