Yes, the Olympics is not about who's best. It's set up to be a competition between countries. In theory, if you provide the best from each country, you will have the best, but not necessarily. Also, you won't have the best "24" athletes by any stretch.

I don't have a problem with this. If the set up is clear, and the goal is international participation, then yeah, ok.

Frankly, this applies to every major (and many minor) sports out there.
