Since you *ahem* asked...here's what I would have done, in nutshell form, in the first half of the first movie given the constraint of no Bombadil. It would probably add 10 minutes to the running time of the movie, which is cool with me.
We start where hobbitses escape Riders by using Bucklebury Ferry.
They enter spooky, misty Old Forest. Walk around a bit, talk that they will never find their way out. Suddenly a large standing stone emerges out of the mist. Hobbits happy to get out of forest. They walk amidst stones, decide to stop for elevensies and everyone blacks out. They wake in wights tomb and it looks like its curtains for our plucky young heroes. Radagast rescues them...says something about Gandalf told him to be on watch for halflings. Radagast picks up daggers from tomb, gives them to hobbits, leads them out of Barrow Downs, points to Bree in the distance and then summons a horse and rides off fast into the wild. It starts to rain which leads to the hobbits knocking on the door of Bree.
This would add a cool omitted minor character, add the barrow downs (which I sorely missed), and add the basis for the explanation for how Merry hurt the Witch King in Return of the King.
Edit: And I've always been bothered by the hobbits immediate arrival at Bree after escaping the Riders. Fixes that too.
