Locked faction is retarded in whatever game. It was retarded in WoW, it was retarded in Rift, it would be retarded in TES. Unless you coordinate your faction at the beginning of the game, you're likely to have someone that's not happy with their character. That's a huge thing for RP purposes. "Yeah, I wanted to be a Tauren, but my friends wanted to be Dwarves and Night Elves. So, I'm a human. Its alright I suppose, but I wish I could play with them as a Tauren."
That's the problem - it's NEVER about roleplay purposes when people want to cross-faction. "I want to be a Tauren" isn't roleplaying. Why the **** is a Tauren with a bunch of humans and dwarves?
Oh sure, someone can come up with a good reason - the problem is that it's not just a few, it becomes a whole bunch of cross-faction characters and then, despite the lore being divided along racial lines, we inexplicably see a shitload of people playing **** race, and not roleplaying at all, so that despite the fact that Ebonheart Pact has its reasons, based on the races that make it up and their worldview for fighting, it inexplicably has huge numbers of these rebels.
The reason is that most MMO players don't give a flying **** about lore or roleplaying except to ***** about what the company does. It's really about stats and playing what looks cool, and hanging with friends on line, and seeming clever by naming your character Erotica One or Ipwn Urass or **** McAsspants and hurfdurfing about it.
Roleplay is the refuge excuse of non-roleplayers whenever they want some game change that's really just about letting them do whatever they want - despite the fact that the actual small community of roleplayers get **** by it because they have to roleplay in the middle of a world that's got no coherent lore whatsoever, and that's before the devs start doing stuff like including vanity pets from other games they make or some ****.
In the case of TES, fans of the single player games are a major drive and source of customers for the game, though, so preventing the MMO competition crowd from shitting up the entire world is imperative.

And I haven't distorted anything at all about the game since I played the Beta and found it awful. So either way, I won't be playing this, locked factions or no.
You definitely distorted the nature of the PVP in the long thread; pretty much everything I described you caricatured it. We get it; you don't like it. Thanks for not playing.
