Judging from the ads and trailers, it seems the premise is time travel to fix the first game from happening?

It's exactly the same in other Final Fantasy games, though. So I don't see it as a problem. The world map gives you the illusion of choice.

I have no idea what you are talking about. In every other game you get an airship and can visit any city on the map, could revisit every dungeon you'd previously been through. I always liked checking back on cities after I finished their quests to see what the locals had to say I also enjoyed going back to dungeons to farm rare items/capture unique monsters.

Your whole purpose is finding Lightning. Everyone thinks she's trapped in the crystal pillar with Fang and Vanille after saving the world at the end of 13. That's not really what happened obviously, but Serah is the only one that remembers. Lightning ends up as a knight to the goddess Etro, with the why's and how's explained about halfway through the game. It ties into part one and like all FF games, most things start to come together in the final hours.

Noel's motivation as a character stems from the fact that his future involves him being the last human on Pulse.

I understand how hard it is to sell a time travel story, especially when the last game's writing wasn't too great. However, after beating the game I don't really see any gaping plot holes, and I still have the secret/paradox endings to complete.

Imagine not only having to go back after completing X event, but also having to travel time to the same spot in different eras to complete quests, etc. Not to mention coming back when you're strong (you can reset entire areas and replay) and defeating things you couldn't before, opening up new possibilities.

So, if I'm considering picking up this game but I haven't played FF XIII either, should I play that first? I'd prefer to just play one, as I don't have a lot of time to drop on these sorts of games now.

It'll be a little confusing story wise, but XIII-2 is head and shoulders above its predecessor.
