Female Human Noble background only. You have to "Harden" Leliana and Alistair both through conversation options picked with regard to their respective personal quests (Marjolaine and Goldanna). You arrange for yourself to marry Alistair as queen when getting the landsmeet to pick a regent, and never break off your relationship with Leliana. At some point you tell her you want her to stay, and she agrees.

You can do something similar as a male, but not with Morrigan. Which is fine because I hate that ***** anyway.
