But even d&d can be just a tactical simulator. Rpg involves what the player brings to it
In a tabletop RPG, you have other players and DM to provide the social interaction required in an RPG.
In a computer rpg, you really need the computer to provide the social interaction and dialogue that's missing from the table. My own character isn't alive to me until she's interacting with the others in the game.
The Elder Scrolls series doesn't really have that. The NPC interactions are flimsy at best. (Still better than many that came before, but this is a post-KOTOR world. You will be judged against the standard bioware set.)
