I saw a link on gamezone to a kickstarter of a new Ghosts 'n' Goblins game that a person wants to make. I thought "Yeah, that's cool. That game was tough. Two hits, and you die."

Then I saw the kickstarter was by a guy named Monty Singleton. I know a Monty Singleton and thought "That's not a common name. Is it actually him...?"

It is. So I have to plug my friend's kickstarter here. If you're interested in this, give him a hand!

Ironically it loads behind the firewall at work.

Looks cool, this is the same as Ghouls n Ghosts (and later Super Ghouls n Ghosts) right?

Right. Ghosts 'n' Goblins / Ghouls 'n' Ghosts are the same thing, just named differently for some reason. And Monty has said they have a provisional blessing from Capcom as well. And if that fails, there will be a slight change of artistic license but the game will be exactly the same.

No - they were different games. The latter was during the 16 bit generation and not as hard as the former.
