I'm very much an advocate for open source solutions and when you have an organization reliant on outside support vendors anyway, I believe the TCO for Linux is more attractive than what it'll cost to stick with an unsupported XP environment. XP will cost a mint after the first virus attack takes out their infrastructure.
Set up one system and dd the rest with that image. Set up a server with LDAP, dhcp, nfs, DNS and SMTP, point everything back to that, then just support 3 systems - the workstation, the server and the secondary server.
