I'm just wondering if this will work. Is it possible to run 2 apps at once? Anyways here is what I'd want to do:

Stream video to your computer with Droidcam
Use your computer to process the video with something like Webcammax (for now... eventually I'd make my own image processing)
Set up a stream to the modified video with VLC Stream on the computer
Connect to this stream with the phone and view it in real time

Yes, you can run more than one app on an android phone concurrently
