Moore's Law references the number of transistors in a single circuit. This new chip is utilizing components which are not transistors.

This is not Moore's Law, this is something entirely new and different which allows for the end effect of Moore's Law to continue (increasing computer performance) after Moore's Law itself becomes impossible to due to the relative sizes of transistor gates and subatomic particles.
