fuel in Germany = €1.45 per liter
About 3.8 liters in a gallon, that's €5.51 per gallon
1 Euro = $1.41 today, that's $7.77 per gallon

Just a little math I like to do when gas prices bother me.

it is for the extra fees that can be charged. because the Credit Card companies are charging them an arm and a leg for the service, so they maximize how much they charge customers (ie- $0.45 per transaction for each credit card purchase)

Yes it does. If someone stole our credit card and bought gas with it, you can contest the charge. Someone is going to be out that money. A cap on purchases limits the amount someone is going to be out.
