Long strange journey indeed...

It sounds like you want something out of life and you've crafted a plan on how to get where you want to be. That's Great! Now, all you have to do is try to takes steps in that direction every day ... KNOW that you're taking steps in that direction ... and break down any challenges into daily steps.

Try to keep from getting discouraged - keep your eye on the target and you'll get closer to the bulls-eye. You'll be going in the right direction and it's just a matter of fine tuning after that.

Usually, the applying for a department is a process so they can control distribution of students so one major doesn't get more students than their professors can handle the classload for.
