...does the following?

She promises to send us a list of computer names related to a particular ongoing problem. She compiles the list in a single Excel collumn, and makes it look nice with fancy formatting. She takes a screenshot, and pastes it into MSPaint, and crops away all the extraneous information, leaving just her excel collumn, now saved as a bitmap. She then pastes this bitmap into an email and forwards it, leaving us with no simple way of using or manipulating the information, forcing us to retype everything.

The extra effort she used, and the competence with using a computer that she displayed, in a singular effort to make the information as useless as possible is astounding. I do not understand how any user who is competent enough to manage this process would still choose to do it.

This exemplifies, to me, a data hoarder. They'll provide you unmanipulate-able data because they don't really want you to manipulate it. You might uncover something either 1) wrong or 2) requiring additional effort on their part.

Did she forward on the excel sheet after you asked for it?

I've had people email me Word documents containing a screenshot of an Exceed session with an xterm showing 'vi' of a log file. This isn't maliciousness, but lack of understanding of how to get a text file off a Unix system to send to us. Or maybe just laziness.

We have engineers that, since they need cost estimates in their reports, create the cost estimates Word.

There can only be one explanation: Lulz mining.

That happens at my work ALL the time. When we used Lotus, it would parse Excel tables into images. Used to piss me off like no one's business.

You should print the email and scan it back in with OCR enabled.

The ones that can? Usually because they are high enough up the corporate food chain that they are above IT infractions.

I'm going with the troll theory.

However, an alternate explanation is that she is really good at manipulating the computer, but does not really understand what actual IT people need to do with the information. I would liken this to an expert rifleman who shoots perfect every time, but does not understand how to set up a platoon's defensive position.

We have docs like that sometimes. The users are generally pretty accommodating when I come back and ask for the original doc.
