I'm just noting that while they will recieve a cut in revenue, there may not be a benefit to us as crime will just shift to adjust to the new market dynamic. May not even be just the cartels shifting, but the extra crime as new users/addicts have lower work productivity and financial means yet the same desire for product.

So going the legalization route without restructuring the law to compensate, or allowing communities to "self police" is fairly irresponsible.

You can't restructure the law to compensate. That would require advance knowledge of all the interplaying factors and how they will affect each other. Any restructuring would be a wild guess.
