Its quite obvious what happened here. The police officer performed actions and truncated the video and removed the sound himself so as to provide the media with insufficient evidence to prove LEOs regularly perform nefarious deeds so the population would view other, more conclusive proof of actual abuse of power with undue suspicion.

You're welcome.

As a general rule (ignoring this case), why would an occasional cop plant evidence?

Because they know the guy is guilty, and need something to make it stick.

(Which, by the way, appears to me to be one reason why Orenthal James Simpson was found innocent of murder - that stupid "bloody glove" may have been the dumbest police plant of all time.)

Problem is, due process exists for a reason. If a cop can't get enough evidence on a guy who he "knows" is guilty, the that guy shouldn't be arrested. Manufacturing evidence is a bad idea, and even DE will agree.

Occasionally, yes. However, even the sort of cop that would do that is not going to risk job, career, and family over an arrest like the one in this video. He's going to do it when a case like O.J. Simpson comes up. Most likely, he is not going to even know himself that he possesses this flaw in his character until that moment comes, and then.. he fails.

Perhaps this answers the rhetorical question above. A guy who's only working as a temp has less to lose. He isn't risking a career, and he's only risking an occasional side job that he doesn't have much investment in. As for family, he might not have one. Alternatively, they might just not care if he did. Birds of a feather, and all that.

That said, I don't know what the truth is in this particular case. I think there's reasonable doubt in both directions. I'd have a hard time saying that I'm confident this is a case of ... false arrest? I don't know what all you'd be charged with for planting evidence besides that. But at the same time, I'd have a hard time convicting his suspect of drug possession under the circumstances.

No, I saw it. But as I said above, I can't say whether the officer's explanation is the truth with enough certainty to convict someone for drug possession. Do I think he planted the evidence? Probably not, IMHO. Nevertheless the fact that something would be a stupid thing to do does not automatically put a thing beyond the realm of reason. It's not unheard of for people to do stupid things.

Ah, meaning the person they arrested. Fair enough.
