Typically FMJ slugs for automatic pistol cartridges are considered to have anemic stopping power unless you are talking about 230gr ball .45 auto. Pistol slugs will not tumble and yaw nor subsequently fragment upon connecting so it's highly relied that a round that imparts its energy by deforming will produce better energy transfer and stopping power.

Because you're required to qualify and train with the rounds you're issued. And hollow points (not full metal jacket as one article indicates) are standard law enforcement issue.

Hollow point rounds are standard issue for many enforcement agencies/departments.

I remember reading a fairly reasonable explanation for why law enforcement agencies use hollow point. Can't say I remember it for sure, but I think it had something to do with less chance of ricochet.

Hollow points deform inside the body, and use up a lot of their kinetic energy. In an environment with people nearby, this is vastly preferred over bullets ripping through bodies to strike bystanders.

Because if it wasn't all hollow point, you'd need separate "practice" and "duty" ammo which would be more of a logistical problem. Even in the military, although practice 5.56mm rounds exist (a "plastic" round known as the M862) I've never seen them used. To the best of my knowledge, they are used only in practice where range is unimportant but safety is a very serious concern (some types of MOUT training, for example.) Tank rounds are another story. You definitely want practice tank rounds. That's vastly preferable to what could happen due to a miss with a long-rod penetrator.

Every law enforcement agency I've heard of uses hollow point, with the exception of military police and that's only because of the Geneva Conventions. That's contributed, unfairly, to the bad rap the Beretta gets, and the 9mm in general. Of course their stopping power is going to be less using ball ammunition.

In any case, there's nothing the least bit "interesting" about this ammo purchase. This is a non-story, aside from the amusement value of the screw-up surrounding the weather service.
