I think the age difference has a lot to do with a difference in power or authority. We recognize sex between someone in charge and their subordinate to be non-kosher, especially if that power disparity is pretty vast. I think that a young teen and an older adult have a similar relationship.

Yea, maybe when that power is actually held over the subordinate. A random adult has no real power over a random teen, especially when the adult is 19 and the teen is 17 or 16. Creating a perception of influence might be tantamount to coercion, but I think DE is speaking of cases when there isn't any such influence.
