That summary was written several years ago. The bill that was being examined was introduced in 2003, so I would expect the review was done that same year, or no later than 2004.

I think you're getting too far into the weeds, there, Ladas. I believe the gist of McCain's substantive disagreement with Obama is over whether the initial distribution of emissions allowances should be done via auction or simply given out for free to existing emitters. Obama's plan calls for auctioning all allowances and using the funds to, among other things, hand out tax rebates and credits to low-income people to offset price increases from the new regs. McCain's approach, if I remember correctly, only auctions enough of the allowances to pay the administrative costs of the system and hands out the rest of them for free.

There are pros and cons to each approach, and they've both been debated pretty heavily in cap-and-trade circles for years. If partisan politics wasn't involved, I suspect we'd end up with some sort of compromise that starts by giving out most allowances (to allow existing emitters time to adjust) and gradually ratcheting up the percentage that get auctioned in future years (to avoid having a perpetual windfall for emitters). So, it's not McCain's substantive disagreement with Obama that's disingenuous here; it's the sudden, breathless, "Obama wants to cap and tax to create a government slush fund! That's nothing like my old plan!" quality of his rhetoric.

Actually, the "slush fund" would be a valid disagreement, given the way the two exchanges were created. If my understanding is correct, the money raised under Obama's plan goes into the general budget, where as under McCain/Lieberman, the funds were retained in distinct groups with specific mandates for their distribution/use.

And while that might be your problem with the reaction by McCain, that is a far cry from what Monte was asserting/alleging in his group think classifications.

I almost universally despise McCain, even on the occasion that he coincidentally agrees with me. I consider him the lowest form of poll-driven sleazy politician talking out both sides his mouth with no ideals to stand on.
