Never. Think of the poor Libyans who need to be "liberated"!

If Bush shot missiles at Libya, you can bet there'd be massive protests marching on Washington as we speak.

Destroying convoys, tanks, artillery, concentrations of Libyan troops etc. may not be "officially participating in the rebellion", but if it walks like a duck...

Not exactly.

Strategic = "interests of the nations involved in the operation that are supported by participating"
Operational = "enforcing the no-fly zone/the entire operation" (hence the name)
Tactical = "conducting combat air patrols over certain areas in the northern portion of the country in order to prevent Libyan aircraft from attacking the rebels. Destroying air defense and C2 nodes in order to permit the combat air patrols."

Strategic command here is a bit of a misnomer; it really should be operational command.

Sounds like Bouchard is the one getting operational command.

n the 24th of March, 2011, NATO took command of enforcing the no-fly zone in Libya and is still considering taking control of the rest of the mission.[25] On March 24, 2011, the coalition agreed to have NATO command the no-fly zone,[26] and the U.S. Department of Defense stated that the U.S. will relinquish command of Operation Odyssey Dawn in a few days.[27]

Guess I haven't been keeping up with current events (or watching too much Aliens lately): I thought Operation Odyssey Dawn was the name for the U.S. part of the no-fly zone. This quote is very confusing to me. What does it mean to "relinquish command of OOD?"

Oh, and I like your link, Taly. Finally, someone comes out and calls it what it is - a "no drive zone".

Protests? It will take longer to get disillusioned with someone whose basic policies you support (Obama) than with someone whose policies you don't (Bushes). But even if a Bush had done this, the basic thrust of the operation - to support democracy/reform/whatever - would have made it harder to protest. There really wasn't much protesting at the first Iraq war that I can recollect, really.

Taly: Good deal, that's a step in the right diretcion. Now if only we could get Egypt and Saudi Arabia to do the actual enforcement while the US supplies logistical support, it would be closer to what it should be.
