Exactly. There were broad fundamental areas of agreement, or compromise would not have been possible, at least not without a much longer timeframe and not without much greater unhappiness by all at the end. What the best way to ensure no one person had too much power, however, was not something they were in agreement on, and a lot of it was simply them executing their responsibility to get the best deal for their state.
