The majority of Athens could not vote. First of all, limiting voting to only males without any other restrictions already makes a majority impossible, as women are more common than men, and Athens had plenty of other rules.

I don't know why you think there will be some sort of oppression against the disenfranchised by the enfranchised. The enfranchised will not be one homogeneous group; they won't all go the same way. There's also still plenty of incentive to give the disenfranchised as much freedom as possible. That way they are generally more succesful economically, leading to fewer problems with crime and such. If you want them to still be willing to serve in the military, you'd need to give them a reason to do it.

You're extrapolating too much of a shift in the overall mentality and culture of the U.S. from a simple voting qualification.
