So, what do you think - purely tactical decision or strategic message to Iran/NK?

I'm trying to figure out how, if the MOAB was used to target a tunnel system, they already know that it only killed ~36 people.

Well... if I take my tinfoil hat off, I'd say it weas in response to the GCHQ stuff this morning But... I know these strikes take a minute to plan, so I'm gonna come down on the side of "Tactical middle finger to ISIS". Iran will LOL and NK will drool on himself and order another nuke test.
