“They’re not my cats,” Joshua said. “I’ve been feeding them because some losers left them and they’re starving.”
Summit Township contends Joshua qualifies as the owner of the cats, and thus is subject to prosecution for letting them run loose, because she has “care, custody and control.”
“The township has given her numerous opportunities to rectify the problem without court involvement, but the defendant has refused to comply,” according to arguments filed in court by the township’s attorney, Michael K. Falahee.
“The township, therefore, was left with no reasonable alternative but to pursue this matter to trial.”
Trial is scheduled Nov. 18 in Jackson County District Court. If convicted, Joshua will face a maximum punishment of 90 days in jail and a $500 fine.
Jackson attorney Eric White, whose office represents Summit and other townships, said this is the first prosecution in the county, to his knowledge, with such circumstances.
Joshua said she began feeding cats several years ago when a hungry-looking feral cat wandered into her yard during a barbecue.
“The real perpetrators are the people who dump off their cats,” she said. “That’s who the county should prosecute.”
Court records show Joshua was charged with the same offense in 2010, but prosecution was dropped. She said she was given a warning to “get rid” of the cats.
Law enforcement officers this summer gave her two warnings and then a misdemeanor ticket. They reported finding 11 cats on her property Aug. 4 and 14 on Aug. 12.
Joshua acknowledged as many as 17 cats have been in her yard, and they are “all over the neighborhood.”
“I don’t want them in my yard, either,” she said. “But I don’t want them to starve to death.”
She said the Humane Society won’t take feral cats and the county Animal Control Department did not respond to her phone calls.
Jackson County Undersheriff Christopher Kuhl said that as a matter of policy Animal Control officers do not catch stray or wild cats.
The Cascades Humane Society has a program called Forgotten Felines, described as “a management plan in which feral cats in Jackson County are humanely trapped, evaluated, vaccinated against rabies, and sterilized by a veterinarian. The cats are then returned to their familiar habitats under the lifelong care of a caretaker.”




Wow...this woman literally has no other options that to either a) stop feeding the cats and let them starve, b) put them all in her house and not let them out, c) Get a gun and kill them all.
Ridiculous.

She's causing a real problem with her actions. Keep feeding them and you've got a concentration of feral, unvaccinated cats in a residential area. That's exposing her neighbors to a lot of potential issues. Stop feeding the damned cats. They will go where there is food and the population will normalize.

Cats are instinctual predators and as a rule your typical feral cat won't starve in the wild.

I disagree. The County has a problem with feral cats. The neighbors have complained about feral cats. She has complained about feral cats. The County wants something done about the feral cats.

You know, there are times when government involvement makes sense. Government should go get the damn cats.

I disagree. The Government will put the cats to sleep. At least in the wild they have a chance to feed themselves.

Euthanasia isn't necessarily a bad thing. Feral cats are no bueno.

My grandfather would shoot feral cats on the farm I grew up on. He did so 'cause the alternative, he would point out, would be for them to be ripped to shreds by the family dogs. I pretty much agreed with that decision of his.

We always kept several large dogs on the farm and when they would tree a cat, 'possum or 'coon they'd stay at the bottom of the tree 'till the animal finally came down. It wasn't ever pretty.

The only animal that had a chance when that happened would be the 'coons. A big enough 'coon treed close to water would stand about a 50/50 chance.

Common domestic cats (feral ones especially) are not native to the US. They can devastate a local ecosystem, in a way that few other predators can. Cats are extremely effective hunters--its one reason why people liked them as pets--they kept the rat/mouse population down, but they can wipe out bird populations as well as smaller mammals, lizards etc.

I really don't have a problem with this. Either take the cats in, or trap them and take them to a shelter. Or call animal control. Feeding them makes all other problems worse, including attracting animals (feral cats) that are a danger to other neighborhood pets.

She can feed them, I can leave traps or dishes of Antifreeze out. One of us can see a solution faster.

She'd have to be nuts to do B, but A and C are both acceptable options. Shooting the cats at least has the advantage of providing some entertainment.

Feral cats are a nuisance and a health hazard. Yes, they might be able to feed themselves in the wild, but if you go out of your way to feed them, they have a steady source of nourishment and will multiply faster. In addition to my idiot aunt and her 17 cats (thankfully now confiscated) I've dealt with people that can't stop having more and more critters around and... it's rarely pretty.

If you're going to kill them, kill them quickly. Antifreeze is a horrible, painful death.

Besides, modern antifreeze has a bittering agent that makes it unpalatable to animals.

She has only few options. 1)Kill them (which could be hard and messy, depending on where she lives) 2)Catch them and turn them over to the local humane society/pound to discard 3)Stop feeding them and hope they leave 4)Spay/neuter them and take them in as pets.

We've had our share of feral cats out in the country. We've had luck with the last couple of litters in getting them early and taming them enough to handle. Took them to the local clinic for neutering ($25 per cat plus rabies shot). They are nice to have around, although I can't keep them inside because of allergies.
