Why would the National Weather Service need to purchase large quantities of powerful ammo? That’s the question many are asking after the federal agency followed in the footsteps of the Department of Homeland Security in putting out a solicitation for 46,000 rounds of hollow point bullets. A solicitation which appears on the FedBizOpps website asks for 16,000 rounds of .40 S&W jacketed hollow point (JHP) bullets, noted for their strength, to be delivered to locations in Ellsworth, Maine, and New Bedford, Mass. A further 6,000 rounds of S&W JHP will be sent to Wall, New Jersey, with another 24,000 rounds of the same bullets heading to the weather station in St. Petersburg, Florida. The solicitation also asks for 500 paper targets to be delivered to the same locations in Maine, Massachusetts and New Jersey. |

Well, to be fair, they clearly realize that they are terrible shots. They only have 500 users, but will need around 100 shots each to hit their paper targets. NWS says it was a clerical error.... |

The NOAA situation was explained by the director of communications twice over: Scott Mullen wrote: Due to a clerical error in the federal business vendor process, a solicitation for ammunition and targets for the NOAA Fisheries Office of Law Enforcement mistakenly identified NOAA’s National Weather Service as the requesting office. The error is being fixed and will soon appear correctly in the electronic federal bidding system. The ammunition is standard issue for many law enforcement agencies and it will be used by 63 NOAA enforcement personnel in their firearms qualifications and training. NOAA officers and agents enforce the nation’s ocean and fishing laws to ensure a level playing field for fishermen and to protect marine species like whales, dolphins and turtles. Scott Mullen wrote: Also … you may be asking: “Why so many rounds?” Agents and officers are required to have 200 rounds in his or her duty bag, and twice-a-year firearm qualification and training calls for agents to use another 500-600 rounds. Rynar wrote: Why are the rounds hollow point? Typically FMJ slugs for automatic pistol cartridges are considered to have anemic stopping power unless you are talking about 230gr ball .45 auto. Pistol slugs will not tumble and yaw nor subsequently fragment upon connecting so it's highly relied that a round that imparts its energy by deforming will produce better energy transfer and stopping power. |

Because you're required to qualify and train with the rounds you're issued. And hollow points (not full metal jacket as one article indicates) are standard law enforcement issue. |

I remember reading a fairly reasonable explanation for why law enforcement agencies use hollow point. Can't say I remember it for sure, but I think it had something to do with less chance of ricochet. |

Hollow points deform inside the body, and use up a lot of their kinetic energy. In an environment with people nearby, this is vastly preferred over bullets ripping through bodies to strike bystanders. |

Because if it wasn't all hollow point, you'd need separate "practice" and "duty" ammo which would be more of a logistical problem. Even in the military, although practice 5.56mm rounds exist (a "plastic" round known as the M862) I've never seen them used. To the best of my knowledge, they are used only in practice where range is unimportant but safety is a very serious concern (some types of MOUT training, for example.) Tank rounds are another story. You definitely want practice tank rounds. That's vastly preferable to what could happen due to a miss with a long-rod penetrator. Every law enforcement agency I've heard of uses hollow point, with the exception of military police and that's only because of the Geneva Conventions. That's contributed, unfairly, to the bad rap the Beretta gets, and the 9mm in general. Of course their stopping power is going to be less using ball ammunition. In any case, there's nothing the least bit "interesting" about this ammo purchase. This is a non-story, aside from the amusement value of the screw-up surrounding the weather service. |
