Her dodge amused me. It amounted to "We need to make sure that everybody has insurance, because when we don't, we all pay for the people who don't have it but get treatment anyways. And if you can't afford it, we should all pay for your coverage."

That's a huge faux pas on her part, since Congress can't send people to jail for not buying insurance. They send you to jail for not paying the tax that you have to buy insurance to opt out of.
