Maryland should be listed as no issue..technically they "may issue" but the conditions to get one are really onerous...

What Timmit said about MD is definitely true and also extends to NJ and CA. They are "may-issue" by law but really no-issue in practice.

What's also interesting is that supposedly right-wing, gun-happy states like Texas, Arkansas, Oklahoma, and Nebraska didn't become shall-issue states until fairly late relative to the country at large.

The requirements for Delaware are crazy as well. My opinion is that they are designed to keep even most upper/middle class from applying, let alon preventing lower income households from attempting.
