Maryland should be listed as no issue..technically they "may issue" but the conditions to get one are really onerous... |

What Timmit said about MD is definitely true and also extends to NJ and CA. They are "may-issue" by law but really no-issue in practice. |

What's also interesting is that supposedly right-wing, gun-happy states like Texas, Arkansas, Oklahoma, and Nebraska didn't become shall-issue states until fairly late relative to the country at large. |

The requirements for Delaware are crazy as well. My opinion is that they are designed to keep even most upper/middle class from applying, let alon preventing lower income households from attempting. |
