The reason why Gravity isn't a law, is because scientists currently just don't understand it. Sure, they get that smaller objects are attracted to larger objects... but they don't know WHY. And they don't know why large objects seem to make time and space bend around them, which seems to be the cause of gravity. But still..... they're clueless as to what's actually going on.

It's how Ask A Ninja busted the Mythbusters when he said "Why don't you try busting a hard myth, like gravity." "Well, gravity is pretty much already defined." "Oh really? How does science classify it?" "Uhh....."

No, that isn't why gravity is a theory instead of a law. It's true - we don't understand gravity as well as we would like - but that isn't why we still classify gravity as a theory. The word "law" does not imply an upgrade over "theory."
