If you go to the Temple of Mara in Riften, if you talk to the priest he'll explain that wearing an amulet basically means you're single and looking for marriage. And I believe he'll even give you one for free.
With most NPCs you have to do at least one quest for before they let you initiate proposals. Not everyone is marry-able (without console cheats), but there are a good many who are.
And if the priest has already given you an amulet and you sold it, you can find one that respawns out in the world. Go to the evil Dark Brotherhood door on the outskirts of Dawnstar, while facing the door, turn to your left and follow the beach. You will eventually come to a small camp. Inside the tent on the bed (not in the chest) is an amulet of mara, and I believe it respawns every few days.
