No. Elmo distributes his information to campaign volunteers, who are centrally organized and given training on what to and not to do. In addition, if there are problems arising with the way they treat me, I have a campaign to go to and complain and hold responsible for their behavior.

As I understand it from this article, this is an app publicly available on the usual suspects of marketplaces, and the DNC is encouraging independent activists to download it and utilize it to promote their candidates, with no campaign to offer even the most basic of training, coaching, and net of responsibility for the actions of those who utilize it.

For instance, as the article describes, the author is waiting by this Frederick guy's door to solicit him. This is not the kind of behavior any campaign would endorse or encourage, and it's really out of line by the author. But the DNC/Obama campaign gets to just wash their hands of it and say "oh, well, we didn't know he'd do that, and we're in no way associated with this creepy stalkerish kook."

Ah, I misunderstood that part. I was under the impression this technique was being used by Elmo-like campaign workers.
