About an anime.

I remember this anime where there were these kids that had to escape from an "undercity" via these cables that attached to an "overcity" because the overcity was dumping all their trash and stuff on them and it really sucked there. So they had to climb up these cables (I keep wanting to say space elevator, but I don't think it was), but every so often, the city above would send down these spinning rings of death to keep the cabling clean and free of hood rats trying to climb them.

I can't for the life of me remember what it was though. Its been bothering me all night, and I'm betting someone here has seen it, and knows what I'm talking about.
