I'm guessing any 777 not showing a valid transponder code and flying where it is supposed to be flying is likely to be shot down, as a terrorist threat.
Practically no one besides North Korea and MAYBE Iran would shoot down an airliner as a terrorist threat without specific confirmation it was to be used as a weapon. That's.. really bad juju.
