I think it's fairly obvious that people are talking about ability to perform the job, not legal ability to be elected to it. In that regard, Hillary is sadly unqualified; her sole recommendation is having been secretary of state. Her entire previous resume is built on the combination of A) her husband's popularity and B) her possession of a vagina and a legal career.

No, because the question is "what is that skill set?" Is it military expertise? Being a talking mouthpiece? Being a politicker? Having knowledge of the legal system? Foreign relations experience? Or is it, as you decided to be a sarcastic about, and yet decide to call me out on, when I wasn't the one being sarcastic.... meeting the bare minimum legal requirements for office?

Intent does not align the definitions in the minds of everybody posting their responses.

So this question is like asking "what is the best flavor from Ben and Jerry? It's absurd. If you define best, you could have a reasonable debate about it.

I would posit that coming into the position having held prior executive experience would be a prerequisite for consideration as the most qualified president ever, and with that, John Quincy Adams is off the list.

While agreeing with your tenet that previous executive experience I disagree with your conclusion. Executive experience is not limited to supreme executive office. The Secretary of State is an executive position. JQA is still in the running. By your qualifier you seem to be limiting the pool of candidates to second term presidents.

Yes, you could definitely add governors to the list. Not so sure I want to add businessmen to the list. Schwarzenegger was and is a good businessman, but private enterprise did not prepare him for public service. He was a lousy governor. It really is 't the same skill set.

I think you'd want someone who excelled in both roles. A successful governor who was also a dynamic businessman.

I would definitely put a business-governor as more qualified than a secretary of state, but both are executive positions.

I'd say it really depends on the business personally. Would the President of GE make a good member of the executive branch? Absolutely. The owner of Jimmy's House of Waffle-Stuffed-Chickens? Maybe not so much.

Running a business is a considerably different executive experience than running a state, or being President. In some cases it might be a positive, in others not so much.

2 of the worst secretaries of defense (Rumsfeld and McNamara) had been CEOs in the past, and in both cases, attempting to make defense work like a business was part of the problem. Similarly, Washington and Eisenhower both were well prepared for the Presidency by their military experience, but Grant.. not so much.
