Yes, Batman can and has defeated Superman, but that is because Kal-El has the code against killing and really doesn't want to kill his best friend. Bruce doesn't truly believe he can kill Kal-El, but he's going to make sure Superman knows he's been in a fight.

Neither Batman or Chuck Norris has a code against killing.

I would give it to Batman. Because he actually goes out and fights crime. Chuck Norris is pretty awesome, but there have been better than him, even when he was in his prime. I don't think he was ever actually tested in a real fight, just tournament fights and such that are really very structured and such. He might beat Batman in a match like that, but straight up street brawling would be another story entirely.
