The PS3 version has an interactive 20 minute comic at the beginning that goes over part one and lets you make the decisions to carry over.

Taly, the bug manifests itself in the fact that you aren't allowed to read the report on the computer. Every time you try, you exit out of the computer. Hence, you can't continue the quest line.

Ah, I am not sure this problem exists on PC. I was still able to use the terminal after Liara left.

Anyway, I now have the perfect savegame ready for ME3.
