I think it's actually an anachronism, or possibly a product of national roads being "postal routes" under the constitution. For practical purposes it doesn't matter.

Curiously enough, there are some instances where that type of priority would serve a use. Example, I crested a hill the other day on a 50 mph 2 lane highway on my usual route home almost to be hit by an oncoming car who was passing a postal truck delivering mail.

It's a product of various laws regarding the delivery of mail. It never gets enforced because no mailman is going to press the issue when faced with an ambulance, fire truck, or police cruiser with the sirens blaring.
