...that there are signs that have Braille on them that doesn't seem to make sense. The old saying "Why is there Braille on drive-up ATMs?" comes to mind here also.

What I really mean is, why is there Braille on them in the first place. How would a blind person know it's there?

For example, there is a series of hall closets here at work spanning about 15' of hallway. There are three separate doors to the individual closets and one of the three has a sign that says "Handicapped Accessible" and has Braille directly under that.

How would a blind person know there is a sign there in the first place. If someone was there with them, wouldn't they just tell them what the sign says?

Given some of my recent experiences in traffic, I'm not 100% sure it can be said that the blind aren't driving.

So that a blind man in a taxi doesn't have to ask the driver to handle his card and PIN.

Blind people are getting increasingly effective gadgets that take digital pictures and then read aloud what they need to know.

I'm betting it's because they manufacture all ATM's identically, there is no designation between drive-up machines and ones in a mall, etc.

Blind people know where to look for signs automatically around doors, ADA guidelines have specfic rules for sign placement how far from a door frame and what height.
