The first colony was Jamestown which was founded by The Virginia Company, right? If so, seems to me they were in for a profit, and would not have sent criminals to do their work in the New World.
The second wave was the people escaping religious persecution, right? I don't recall anything about criminals.

Yeah, I'd say that most of the colonies were created in the interest of economic gain.

The attempts at establishing a Roanoke Colony were made for monetary gain through a charter to Raleigh from Queen Elizabeth I.

As LK stated, the Jamestown colony (later Virginia) was established by The London/Virginia Company and when it started making enough money the King took the charter back.

Then the religious pilgrims came seeking religious freedom.

How silly of me. I didn't think I'd need to source something that's typically supposed to be taught in 6th or 7th grade history. Once we get over our fascination with the pilgrims and 4th-grade Thanksgiving plays, we're supposed to learn about colonies like Georgia, the Carolinas, and Virginia being settled by criminals looking to pay off debts by working on tobacco plantations. I can see now how that might be avoided, because capitalism lacks the luster of pilgrims fleeing religious persecution.

The seekers of religious freedom settled mainly in New England.

Puritans settled in the Massachusetts Bay Colony.
The River Colony was started by Roger Williams, a Protestant, who fled the Massachusetts Bay Colony, The River Colony became the Rhode Island Colony.
The New Hampshire Colony was established to be a fishing colony by the crown and parliament.

New Jersey was settled by the Dutch and Swedish for economic gain.

Pennsylvania was settled by Quakers through a royal charter.

The Dutch settled New York for economic gain.

The Dutch West India Company saw to the settlement of Delaware in the interest of economic gain.

Maryland was founded with the idea of providing a haven for English Catholics, but it soon became a Protestant majority.

Georgia, North Carolina and South Carolina were established as economic endeavors.

I've heard a lot of theories about Georgia being a "debtor's colony", but most colonies were made up of indentured servants. People needed to pay their way from Europe to the New World and to do so they became indentured servants; working for a set period to pay off their debt.
The Georgia colony was founded by Oglethorpe as a humane alternative to debtor's prison. The whole idea was scratched when they found that the people who were debtors in England didn't have much in the way of attributes needed to work on a new colony.
Tens of thousands of convicts were sent to the colonies from England, but the vast majority ended up in Maryland or Virginia. About 50,000 were sent over and about 40,000 landed in Maryland or Virginia.
