It would not noticeably improve or depreciate the quality of browsing the board. Let's face it, once you add someone to ignore, who cares if they read your post? What are they going to do, respond to it with something stupid that you aren't going to read?

If Alice foes Carol, but Carol does not foe Alice, it acts like ignore.
If Alice and Carol foe each other, then whenever both post to the same thread, then they are thrown into a virtual cage match. The loser has her posts in the thread deleted, and she is unable to post in the thread again.

The best feature is to make a user invisible to the rest of the board, but the user is unaware. From his/her perspective, the posts still appear but nobody else sees them at all. There's another concept where you make the board randomly have PHP errors/crashing but only for the select user, or you make it lag a ton.
