The episode he's referring to ends up with Earth achieving world peace, and the aliens wiping the planet clean because they seeded earth to create a race of warriors, and we blew it.

It does kind of sound like the economic system we have now, miscommunication and opposite results from those planned.

All he shows is that the old saying "Warfare is the health of the state" is spot on. He sees a war as a cure to our economic issue. He believes pointless production and destruction moves us forward.

The man doesn't understand the simplest economic realities or if he does he must deny them because of his position. It is like he has never heard the phrase opportunity cost.
