It works with both black and brown bears. The only problem with punching brown bears in the nose is you have to be able to tell the difference between a brown bear and a grizzly bear before you slug it in the face.

Speaking with some bias, I don't see how a military retirement benefit that was earned with 20 years of service can be considered a 'social' benefit.

I think it's referring more to other sorts of veteran's benefits. Retirement is not a "social benefit" except int he broadest terms.

I can see how Social Security is a "social benefit". Whether it's welfare is another matter.

You guys are all missing the point. There are far fewer bears than humans. Therefore, encounters between bears and humans should always result in either an increase in the number of bears or decrease in the number of humans. Since only the former is a realistic result of such encounters, it is the only one that should be considered.
