I still say the employee's actual value only determines whether or not you will actually hire that employee. It is irrelevant to the wage they make. In fact, the actual value is also pretty irrelevant to the hiring decision, what really matters is what their perception of their value is. If they perceive their value to be worth much less than their actual value, and thus are willing to take less money, you might be willing to hire them even if at a "fair" rate of pay they're not worth hiring.

Beyond that, regardless of what the employee's value is, you will still try to pay them the lowest amount possible. You don't quantify their value to the company as X, and then set their gross pay to 0.9X. (or whatever multiplier you want) You set their pay to the lowest you can possibly get away with, and if that pay is >X, you don't hire them.

Also, employees are not perfectly rational beings. Cutting pay tends to make people defect, even if the cut is justified based on market conditions, while a moratorium on future raises and bonuses generally doesn't, even if these aren't justified.

What is an employees value?
Do they have the skills I need? Can they get the job done?
Can they work as a team, solve problems propose solutions? Are they up to new challenges? Willing to do things they never thought they'd do? Long hours? sometimes out right scary jobs to solve?
Willing to learn new skills IE:Scuba, Mountain climbing, and even Skydiving?
Willing to actual use the tools not just sit and engineer a solution, but willing to implement it? Help the company grow?
Seriously, 2 of my people had personal gross higher than mine.

almost everywhere, we had the option of helicopter airlift in, or learning to jump. we took the more interesting option, and actually lower cost when all was said and done.

You know, jumping into a place that isn't suitable for vehicle access sounds like a recipe for disaster. There's a reason drop zones are usually nice and flat.

As for getting back out, either they took the aforementioned helicopter or utilized their LPCs.

Actually the area we were working was about 5 acres in size on a plateau. The closest I good get to the base in my jeep was 5 miles, Then about a 1400' Vertical climb to the plateau, we could have landed a helo there but the extended use hours were going to be costly, So we jumped in 5 guys and 2 Professional jumpers that guided the equipment package down. Built the equipment platform Installed the solar panels and Battery units wired everything up. Camped for the night and packed out in the morning.
Broke camp at 6 am, and at vehicle pickup location at 2:00 pm.
It was actually a lot of fun.

They still don't estimate it for the position as evidenced by the lack of adjustments for inflation. You contend that they pay for a position in order to attract employees and provide them with a means commensurate with the ability to provide themselves with a certain quality of life. Yet, there every bit of evidence is contrary to such a scenario.

On a related note:

I feel it is the employees responsibility to attempt to advance and to add value to their employment. In my company we are all hired at the same rate, go to the same schooling, given the same equipment etc. Once we graduate, the race is on. Some guys are content to sit back and go to schools last, not expand their skill set, and in general just float along. Then there are those who push to get into the class seats, expand what they are able to do, and develop the skills to be self sufficent out in the field. Obviously we tend to make a lot more then the former. This structure would never work with the concepts of "equality" that the unions profess. There is little to no incentive to break away from the pack, because any extra work one would do to advance would be wasted. So I understand why it's an attractive prospect for some, and why it's a burden to business owners.

I guess in a union, you should get to keep less then non union workers since the non union workers have to do more work to get the same status that the unions coerce from the owners.
