Cocker Spaniels are right up there as well.

One should not own Beagles, Border Collies, Curs (this is an actual breed of working dog, not to be confused with the slang), or any of the Retrievers if one does not own sufficient space for that dog to exhaust its energy reserves in a solitary fashion.

Of particular note, it should be absolutely criminal to own a Beagle without 40 acres and a farm.
