While we probably have too many regulations on fishing, he should abide by the current rules or expect to deal with the consequences. I'm sorry if you find my lack of outrage disturbing.

Federal regulations say that unless you have a commercial fishing license you are only allowed to use a rod and reel... which he did not, so where is the problem?

That really sucks. Poor guy. If he had done as much research for permits as he claims, it seems to me that he would have stumbled across that rod-and-reel issue awhile back....still, that's a lot of money...since when does tuna go for $500 a pound??

Probably on the Japanese market. They're kind of insane about stuff like that.
