As far as the disagreement over legislation/ not legislation, the words legal and moral are used in the test so It's easy to answer these questions appropriately. I think this leads to a balancing out for people who agree that some things immoral but its not the government's job to deal with that. (see my rather middle of the road Lib/auth scale.)
