From the Mayors stated stance on firearms, I believe the intent of the law is being followed in this case.

Does the mayor make law in NYC?

Even if he did, it's highly doubtful this law was made under the present mayor. He likely knows the intent of the law regardless of whether he made it or not. As mayor, he's probably familiar with the legislative history of the city, especially laws like this that relate to matters of national controversy.
